SCI-FILM WEEK|Shanghai High-tech Films and Televisions City Press Conference Unveiled in Songjiang Today

 

The keynote forum of SCI-FILM WEEK at the 25th Shanghai International Film Festival (SIFF) and the Shanghai High-tech Films and Television City Press Conference were held in Songjiang on June 11. The Songjiang District Policies on Promoting the High-Quality Development of the Film and TV Industry of Shanghai High-tech Films and Televisions City were released, and a number of key projects were signed on the spot.

 

 

The Songjiang District Policies were an upgrade of the Songjiang District Film and TV Industry Support Policies V2.0 from 2020. The original 16 supportive measures have been expanded to 18, with the addition of specific supportive measures for key links in the film and TV industry, such as “supporting the listing of film and TV enterprises,” “supporting new forms in the film and TV industry” and “encouraging the introduction and cultivation of film and TV talents.” Also added was the strengthening and expansion of the supporting scope of some of the policies and adjustment to some provisions.

 

A number of key projects came to take advantage of the day’s momentum. At the event, the Shanghai High-tech Films and Television City Film and TV Co-production Industry Alliance was established, and an inauguration ceremony for the Film and TV Industry Intellectual Property Application and Protection (Songjiang) Base was held. The Yangtze River Delta International Film and TV Centre and the Cangcheng National Cultural Export Base were inaugurated, and the Shanghai High-tech Films and Television City Metaverse Creation Base was launched. The high-tech production platform project for Shanghai Siteqi  Hotel and Shanghai Film Technology and Innovation Centre was released, and a series of Shanghai High-tech Films and Television City projects were signed. The Film and TV Industry Intellectual Property Application and Protection (Songjiang) Base, which was established by the Publicity Department of the CPC Songjiang District Committee, the Songjiang District People’s Court and the Songjiang District Bureau of Culture and Tourism in collaboration with the Intellectual Property School of East China University of Political Science and Law and the Shanghai Radio, Film and TV Industry Society, will respond to the needs of the film and TV industry for intellectual property application and protection through field research, discussion of difficult cases, mediation of complex disputes, briefing of typical cases, judicial advice on individual cases and preparation of compliance plans among a variety of forms to contribute to the globalization, technological development and industrialization of the film and TV industry in Shanghai and nationwide. After the establishment of the Shanghai High-tech Films and Television City Film and TV Co-production Industry Alliance, a consultation mechanism will be developed to systematically solve the various problems involved in film and TV shooting, such as location (outreach), people (group actors, costumes, make-up, props) and life (food, accommodation and transportation), so as to provide film and TV crews with modern, professional, humane, customized and technologically precise services in a better way.

 

 

 

According to the introduction, the Cangcheng National Cultural Export Base will settle in the Huace Yangtze River Delta International Film and TV Center and Shanghai Cangcheng Film and Television Cultural Industrial Park located in Yongfeng Street. It will implement a “5+1” strategy to build a service platform for film and TV cultural copyright trading, an investment and financing service platform for film and TV cultural trade, a service platform for film and TV cultural talents, a policy docking service platform for film and TV cultural trade and an exchange and trading service platform for film and TV cultural trade. It will also clear the way to major channels for film and TV cultural export trade, to create a cultural export industry chain that links upstream and downstream. It will develop innovative platforms and carriers for trade in the film and TV cultural industry, step up efforts to expand overseas markets, and strive to be an important channel for China’s film and TV cultural industry, especially the mission of driving “Shanghai culture” to go global.

 

Located in the town of Chendun, the Shanghai High-tech Films and Television City Metaverse Creation Base covers an area of 35 mu, consisting of indoor live-action studios, XR studios, motion capture studios and outdoor scenic areas. It plans to develop digital human agent platforms, digital film and TV, digital entertainment, and continue to launch projects such as digital shows, digital creation, digital media, digital cultural tourism and digital live broadcast, to realize the in-depth integration of technology with film and TV, business, talent and traditional industries in the infinite space that “combines the real with the virtual.” Also based in the town of Chendun, the Siteqi hotel is a replica of the Wukang Building and is positioned as a trendy “Film + Humanistic Lifestyle” hotel with 72 rooms, a western restaurant and a multifunctional theatre. When it opens, it will provide support accommodation for film crews, and will also be a destination for immersive theatre and parent-child experiences in conjunction with Shanghai Film Park. In addition, the Shanghai Film Technology and Innovation Centre, with Haopu Film and TV Base as its core, is also accelerating the construction of a high-tech (LED) virtual studio and a digital post-production platform to build up its “digital strength” in virtual filming, etc.

 

 

At the press conference, Shanghai Cangcheng Film and TV Industrial Park signed a business cooperation framework agreement with the Northern National Copyright Exchange Center. In the future, the Northern National Copyright Exchange Center will gather copyright resources from upstream and downstream enterprises in the film and TV industry. It will converge the existing resources of film and TV enterprises across the industry chain of Shanghai High-tech Films and Television City, and realize a new mode of full copyright development and operation of “copyright + technology + finance.” The Copyright Agency of China Ltd, Shanghai High-tech Films and Television City Film and TV Co-innovation Center and Zhongshu Copyright Cloud (Shanghai) Technology Development Co Ltd signed a strategic cooperation agreement to build a copyright service platform and a copyright city meeting room for film and TV culture and art, to protect the legitimate rights and interests of copyright owners, promote the transformation of the film and TV derivative industry from lagging development to advanced development, achieve balanced development of the film and TV industry, and build a complete chain that spans creation, application, protection, management and service of copyrights.

 

At the SCI-FILM WEEK Keynote Forum, guests gave keynote speeches on the themes of “Science Fiction, Holistic Perspective of Mankind and Chinese Stories,” “Exploration into the Unknown and Science Fiction Sentiments,” and shared ideas on the theme of “Sci-fi Films and Surreal Fantasies” at a roundtable discussion on “International Vision and Time Context of Sci-fi Films.
